tl;dr

How to get SKTT/KTP-OA in Badung Regency

(Reference: web site of Catatan Sipil Badung : https://disdukcapil.badungkab.go.id/pelayanan-surat-keterangan-tempat-tinggal-1005) – which covers Kuta, Seminyak etc, but not Ubud (Gianyar), Sanur or Denpasar (Denpasar), which may have a different procedure)

RESIDENCE CERTIFICATE (SKTT or KTP-OA) SERVICES

  1. REQUIREMENTS:

    1. Fill in and Sign the form (F1.08, F1.62, and F1.10)

    2. Fill in Form F1.09 and sign it (If filling in the biodata is authorized by someone else)

    3. Cover letter from Kelian / Neighborhood (i.e. the head of the Banjar), Sub-District and District (yes, all three!), intended to explain the domicile address of the foreigner

    4. Copy of passport (legalized by the consulate or shown the original)

    5. Photocopy of STM from the Police (according to law, no longer required)

    6. Copy of KITAS / KITAP (legalized by immigration. Ask for this when getting the KITAS/KITAP if possible. Otherwise you will have to go there to get it.)

    7. Color Photo 3X4 (3 copies – likely blue background, but check first)

    8. Color photograph size 2x3 (2 copies– likely blue background, but check first)

    9. IMTA COPY (only for foreigners who work)

    10. Copy of Sponsor's KK and KTP (According to what I read, only needed if you are relying on being married to an Indonesian for your KITAP/KITAS. However if it turns out that you do need these you probably have to ask your visa agent for them.)


This list does not require you to have a KK (Family card) however, when you come to fill in one of the forms, you will find that it asks for the number from your KK, so although you are not asked to show it, you clearly need one. Since it is issued by the same office, you may be able to get it issued at the same time and have them enter the number (if you are lucky!)


  1. PROCEDURE

    1. Come to office, take a queue number from the available queue machine.

    2. Sit and wait for the call according to the designated counter.

    3. Submit the application file to the counter clerk.

    4. The counter clerk will check the completeness of the resident documents, if they are complete, a receipt / document retrieval schedule will be given, if not complete, you must complete the file.

    5. Return to the office on the date stated on the document retrieval receipt.

  2. SERVICE TIME : 3 days

  3. SERVICE FEE : Free (no fees)

  4. SERVICE PRODUCT : Residence Certificate (SKTT or KTP-OA)

Note: In the following, according to point 8 of the preamble of this law, Implementing Agency refers to Pelayanan Pendaftaran Penduduk dan Pencatatan Sipil (Registration and Civil Records office)

Article 20

  1. Foreigners who have a Limited Stay Permit (KITAS) from abroad and foreigners who have other types of permission but who have changed their status to Permit Holder Limited Stay (KITAS) who plan to reside in the territory of the Unitary State of the Republic of Indonesia shall report to the Implementing Agency (Catatan Sipil) no later than 14 (fourteen) days from the issuance of the Limited Stay Permit.

  2. Based on the report as referred to in paragraph (1), The Implementing Agency registers and issues the Letter Residence Information (SKTT).

  3. The validity period of the Certificate The place Live (SKTT) as referred to in paragraph (2) shall be adjusted to Limited Stay Permit (KITAS) validity period.

  4. Residence Certificate as referred to in paragraph (2) must be carried when traveling.


Article 21

  1. “Foreigners who have a Limited Stay Permit” (KITAS) who have changed their status to “Foreigners who have Permanent Residence Permit” (KITAP) are obliged to report to the Implementing Agency no later than 14 (fourteen) days after the license (KITAP) was issued.

  2. Based on the report as referred to in paragraph (1), The Implementing Agency registers and issues KK and ID CARD (KTP-OA).

Article 22

  1. “Foreigners who have a Limited Stay Permit” (KITAS) or “Foreigners who have a permanent residence permit” (KITAP) who will be moving abroad must report to the Implementing Agency no later than 14 (fourteen) days before moving.

  2. Based on the report as referred to in paragraph (1), the Implementing Agency registers.
